Preheat oven to 375 degrees
Sift together (I use a fork to sift):
1 1/2 cups all purpose flour
1/4 cup dutch process cocoa
1/2 tsp salt
1 cup sugar
1/2 cup plus 2 1/2 tsp. milk
1/2 cup softened butter (1 stick)
Whip for one minute at low speed. Scrape bowl. Whip for 1 1/2 minutes at high speed. Scrape bowl.
1 1/2 tsp. double acting baking powder
1 tsp. vanilla
Whip for 30 seconds on low speed. Pour batter into two 8" square or round pans (I used 1- 10" round pan) and bake 20 minutes. While baking make European Chocolate Frosting. Melt in a double boiler:
1 tbsp. butter
4 oz. semisweet chocolate chips
When melted add and beat well 6 tbsp. whipping cream. Add 1 1/2 cups sifted confectioners sugar and 1 tsp. vanilla. Spread while warm.
